The incident animated here took place on Wednesday 22 October 2003 at 13:15, between Slough and West Drayton. Although the vehicle registration number can be identified, it actually comes back as a red Ford Escort. Running vehicles with false numberplates is a common occurrence in fly tipping and other vehicle related crimes.

Buckinghamshire, from where this incident is taken, ran a County-wide campaign called 'Illegal Dumping Costs', aimed at reducing the amount of illegal dumping in their County and increase the number of criminal convictions. CCTV cameras were an integral part of the campaign operating at a number of key sites across the County. Residents were informed of the main 'costs' associated with such illegal dumping.

In response to this incident and the increasing number of incidents now being caught on CCTV, Cllr Nicholas Binns, Portfolio Holder for the Environment, at South Bucks District Council, said: "I am delighted that this campaign has been launched, which will help in reducing the number of incidents of illegal dumping in the District. Fly tipping is a major problem in South Bucks, and costs local taxpayers an enormous amount of money to clean up. With this find a fly tipper phone line and the CCTV we can actually start getting some of the people ruining the area".

In our region

Nearly all of the local authorities in our region have CCTV capability and are being helped by the Environment Agency when appropriate. CCTV does not stop fly tipping taking place but will enable more and better evidence to be gathered resulting in more successful prosecutions.

Wyre Borough Council are already using the technology to good effect being in partnership with a CCTV system supplier.

Different surveillance systems

Fixed Digital Media Surveillance

In this application mode the unit is in a control centre or in a structure with mains power supply available. The unit is activated by the use of a computer mouse or motion sensor and it will alert operators using SMS text, email, and email with media attachments.

Mobile Digital Media Surveillance

PC and mobile clients can access their unit over mobile or broadband communications networks where they can access JPEG imagery, MPEG motion media of a recorded incident, or live video feed from the CCTV cameras. It is this type of system that will mainly be operated by local authorities. The links below will take you to instances of CCTV use.
